Comments

Agrippa II ruled over this area during his reign.  The fact that this coin, dated 94/5 AD, makes no mention of Agrippa II or his era, may indicate that he was dead by this time.  See Jacobson, "The End of Agrippa II's Rule, as Revealed by Coins," INR 14 (2019): 131–139.  This type seems to have circulated in abundance.
